Current Infrastructure

Russia has a highly developed telecommunications system that includes fiber-optic networks, coaxial cables, microwave relays, and satellite systems. Fiber-to-the-x (FTTx) infrastructure has expanded rapidly in recent years, driven by regional operators such as Southern Telecom Company, SibirTelecom, ER Telecom, and Golden Telecom, enabling faster broadband access and bundled services . Cellular networks are widely available, and long-distance communication relies heavily on fiber-optic backbones.

Production and Supply Challenges

Russia's only domestic optical fiber plant, JSC Optical Fiber Systems in Saransk, was shut down in May 2025 due to Ukrainian attacks and has not yet resumed operations . This plant previously produced about 4 million kilometers of fiber per year, supplying Russian cable factories. As a result, Russia is now 100% dependent on imports from China, where fiber prices have surged 2.5–4 times since 2026 due to high demand . The shortage has been exacerbated by increased use of fiber for military applications, including drones, which now consume a significant portion of global fiber output . Additionally, more than 50% of Russia's west-east fiber-optic cables are nearing the end of their 20–25 year lifespan, requiring replacement of over 400,000 km of cables by 2030 . This aging infrastructure, combined with high backbone network loads, poses risks to connectivity and capacity.

Strategic Projects and Future Plans

The Russian government has outlined a communications industry strategy up to 2035, aiming to establish a full production cycle for all grades of optical fiber by 2030, including molds for trunk lines, subsea cables, and broadband access . The plan also emphasizes the use of domestically certified cryptographic equipment and Russian telecom hardware in all networks. A major international project is the Polar Express trans-Arctic undersea fiber optic line, which will connect Murmansk and Vladivostok, providing a direct Internet bridge between Europe and Asia . This line, spanning 12,000 km with six pairs of optical fibers and a capacity of 650–52 Tb/s, is expected to reduce signal travel time and offer an alternative to satellite communications, positioning Russia as a key telecommunications hub between continents.

Implications

Russia's fiber optic communications are at a critical juncture. While the network is extensive and modern in urban areas, domestic production limitations, aging infrastructure, and reliance on imports create vulnerabilities. Strategic projects like the Polar Express and the government's 2030 production goals aim to enhance resilience, reduce foreign dependency, and expand international connectivity, but significant investment and operational recovery are required to meet these objectives.
